Section oft�ae Systems Information Statement will also be analyzed by the Council for <br />their potential adverse effects on the cost of providing metropolitan sewer service. <br />Description of Metropolitan Disposal ��r���m ��a�v��n� y��a�- ��►aa���i�: <br />The attached map shows the location of the Metropolitan Disposal System (MDS) <br />serving your community. The following paragraphs contain information on the existing <br />and planned metropolitan facilities serving your community. <br />The wastewater flow from the City of Roseville is treated at the Metropolitan WWTP <br />located within St. Paul, MN. TIZe�-e are many projects scheduled for the Metropolitan <br />WWTP through 2030. These projects will provide additional capacity at the plant as well <br />as improve its ability to meet required permit standards. <br />The City of Roseville is served by Council interceptor 8851. This interceptor currently <br />has limited available capacity to provide for the lo�ag-tenn needs of �1;G city. The Council <br />has several proposed interceptor i���n��•ov���aent projects scheduled to support the long- <br />term needs of the city. The rehabilitation of portions of the Roseville interceptor in <br />Roseville is scheduled for design and construction between 201 �-2Q2D. The proj ect to <br />provide additional capacity within interceptor 8851 will also support tl�e long-term needs <br />of the city. This project is scheduled for design and construction between 2011-2020. The <br />city needs to verify its long-term needs as part of its comprehensive plan update. If <br />necessary, detailed information regarding metropolitan facilities is available from. the <br />Council's Municipal Services Section by calling the staff at (651) 602-1005. <br />Increases in growth rates and resulting i��creases in flow beyond those shown in Table 1 <br />may result in short-term capacity limitations within the MDS. <br />�nfior�vllz���fr�tian Reduction Goal <br />The Council's Water Resources Management Policy Plan states that the Council will <br />establish Ili goals for all coin��u��ities discharging wastewater to the MDS. Communities <br />that have excessive Tl� in their sanitary sewer systems will be required to eliminate the <br />excessive TI� by 2012. The Council will begin the i�nple��e�ttation of an �l� <br />ass�stancelsurcharge program in 2007. The money collected from the aa�nrnunitie� with <br />excessive TIT may be used by those communities to remove UI from their systems. The <br />Council will limit increases in service within those communities that have not met their <br />III goal(s) starting in 2013. The Council will meet with the community and discuss this <br />alternative before it is implemented. This time period ir�ay be shorter if excessive III <br />jeopardizes the Council's ability to convey wastewater without an overflow occurring. In <br />this case the Council may limit increases in se�-viee within those communities that have <br />excessive Tli immediately upon notification to the community. The Council plans to <br />implement a wastewater rate demand charge program, starting in 2013, for those <br />communities that have not met their IIL goals.
