City Code Amendment regarding Donations of Unclaimed Bicycles Date: March 26,2007 Itern No.: Agenda Section: Public Wearirrg Recovered or abandoned bicycles come into the custody of the Police Department on a regular basis. The Police Department rarely finds the owner of the bicycle. The bicycles are either sold at auction, or if they hold no apparent value, the bicycles are discarded. Rather than selling or discarding the bicycles, the Police Department would like to donate the bicycles as is to the Roseville Area High School for a lifetime recreation class. -;�-• �_• •� Add Chapter 508.02, DONATION OF UNCLAIMED BICYCLES, as written by the office of the city attomey, to the City Ordinances, thereby allowing the Police Department theoption of donating unclaimed bicycles to RosevilleArea High School. Chapter 508.02 The Chief of Police i s furtherauthorized to administerthe disposal of bicycles lawfully coming into possession of the City and remaining unclaimed by the owneraffera sixty (60) day waiting period. I n addition to the disposal methods provided in Roseville City Ordinance Section 508.01, disposal of unclaimedbicycles may be a donation to a nonprofitorganization thathas a significant mission of community service orto anotherpublic corporation for the public use. A notice specifying the date of the donation, the identity of the donee, and a general description of ihe bicycles shall be published in a newspaperof general circulation throughout Roseville at least six months prior to such a donation. At any time prior to the donation date, and upon satisfactoryproof of ownership, the bicycle shall be returned to its owner. FINANCIAL IMPLtCATIONS None. The high school will assume the cost of any needed repairs STAFF RECOMMENDATION Add Chapter508.02, DONATION OF UNCLAIMED BICYCLES to the City Ordinances, thereby allowing the Police Department the option of donating unclaimed bicycles to Roseville Area High School.
