Trails were also a high priority in the Vista 2000 document from <br />the early 1990's. At the January 22,2007, Work Session, staff discussed the various grant <br />opportunities for trail and sidewall{ projects available in 2007. Normally we see one to two grant <br />solicitation processes annually for trails and sidewall{s. This year we have identified at least five <br />processes that potentially could be available to the City. <br />At the Work Session we discussed the Non-Motorized Transportation Pilot Program. This program <br />is a part of the federal transportation bill (SAFETEA-LU) and included four cities across the country. <br />Minneapolis is one of those cities. This program is being administered by a non-profit organization, <br />Transit for Livable Communities. The NTP program seeks to test how infrastructure improvements, <br />combined with planning and education and promotion, can increase the number of people bil{ing and <br />wall{ing. <br />Staff has been meeting with other jurisdictions that are eligible for this funding in our area. This is a <br />competitive grant process. The application encourages cooperation with other jurisdictions and <br />connection beyond community boundaries, as well as connecting significant institutions, businesses, <br />community centers, and employment areas. Eligible communities include Minneapolis and other <br />cities that directly abut Minneapolis. One of the workgroups is studying an infrastructure application <br />for better bike connection to Minneapolis from Roseville, Falcon Heights, and Lauderdale. It would <br />also improve bil{e and pedestrian access to the University of Minnesota, St. Paul and Minneapolis <br />campuses, and connection to Roseville's existing bik�/pedestrian. infrastructure and Roseville <br />businesses and other interest points. <br />This grant does not necessarilv reauire a local match of funds. All costs are eligible for <br />reimbursement, including engineering expenses. Maintenance would be the responsibility of local <br />iurisdictions. Successful applicants are also reauired to do some reporting in the future to <br />demonstrate the level of success of this pilot program. <br />�� We are still in the preliminary stages of identi�`ying infrastructureneeds and opportunities that may <br />�.� be successful in this process. We are including a map of potential routes for this application for your <br />�� review (Attachment A). The corridor suggested currently would be �'airview Avenue in Roseville <br />�� and Falcon Heights, Larpenteur Avenue in Falcon Heights and Lauderdale, Gortner Avenue through <br />�8 the University of Minnesota St. Paul campus to the dedicated transitway, which connects the <br />�� Minneapolis campus. Signage and pavement marl�ing would be a significant part of this project as <br />5� well. We are also including some additional excerpts from the Request for Applications Packet <br />
