The <br />Police Department rarely finds the owner of the bicycle. The bicycles are either sold at auction, or if they hold <br />no apparent value, the bicycles are discarded. Rather than selling or discarding the bicycles, the Police <br />Department would like to donate the bicycles as is to the Roseville Area High School for a lifetime recreation <br />class. <br />PROPOSED ACTION <br />Set a Public Hearing on Monday, April 9, 2007, and consider adopting an ordinance adding Chapter 508.02, <br />Donation of Unclaimed Bicycles, to the Roseville City Code, thereby allowing the Police Department the <br />option of donating unclaimed bicycles to Roseville Area High School. <br />Chapfer 508.02 <br />The Chief of Police is further authorized to administer the disposal of bicycles lawfully coming into possession of <br />the City and remaining unclaimed by the owner after a sixty (60) day waiting period. I n addition to the disposal <br />methods provided in Roseville City Ordinance Section 508.01, disposal of unclaimed bicycles may be a <br />donation to a nonprofit organization that has a significantmission of community service orto anotherpublic <br />corporation for the public use. <br />A notice specifying the date of the donation, the identity of the donee, and a general description of the bicycles <br />shall be published i n a newspaperof general circulation throughout Roseville at least six months prior to such a <br />donation. At any time prior to the donation date, and upon satisfactoryproof of ownership, the bicycle shall be <br />returned to its owner. <br />FINANCIAL IMPLICATIONS <br />None. The high school will assume the cost of any needed repairs, <br />STAFF RECOMMENDATION <br />Add Chapter 508.02, DONATION OF UNCLAIMED BICYCLES to the City Ordinances, thereby allowing the <br />Police Department the option of donating unclaimed bicycles to Roseville Area High School. <br />COUNCILACTION REQUESTED <br />Add Chapter 508.02, DONATION OF UNCLAIMED BICYCLES to the City Ordinances, thereby allowing the <br />Police Departmentthe option of donating unclaimed bicycles to Roseville Area High School. <br />
