This debris was removed to the County property on Larpenteur Avenue, east of Kent <br />i == Street. <br />i i �.� The temporary use would begin in late March or early April and last for approximately 3 <br />.. days plus the time it takes to install and dismantle the crushing equipment. <br />;� 5.� This request is similar in nature to (although much smaller in scope than) the Shafer <br />i� Contracting I[JP on the M�rit�x property at 2880 Walnut Street, which was approved by <br />i=. the City Council in February 2005. <br />i r; �.6 The City Council denied a 1998 request to allow a larger, longer, intermittentrecycling <br />i' operation; the minutes from the February 23, 1998 City Council meeting do not indicate <br />G� why the Interim Use Permit was denied. Another similar request was withdrawn, in part, <br />I�� because of the controversy generated by proposals to have such a ten�porary use on the <br />_i� Kent Streetproperty. <br />n � ��M STAFF COMMENTS <br />2? fx, I General concerns with this type of temporary recycling operation relate to noise, <br />?� vibrations, and dust. The Minnesota Pollution Control Agency (MPCA) has requirements <br />�.� pertaining to such noise and vibrations which must be satisfied by crushing operations. <br />� ti �7, � No environmental assessment or impact documentation is required for this activity. <br />�r� �_:� Ramsey County wants to do the crushing and mixing early in the spring while the <br />.. - windows of nearby homes are still closed. This would reduce the potential negative <br />kr� impacts of noise and dust. <br />�� �.� Noise level estimates for nearby locations were prepared for the 1998 request; the <br />�n estimates were based on noise level readings from a recycling operation located in South <br />; i Saint PauL The estimates were prepared for locations at 479 Wagner Street, 512 <br />�� Glenwood Avenue, 1771 Kent Street (the Ramsey County Women's Detention Center), <br />;:ti and the intersection of Larpenteur Avenue and Mackubin Street.
