L Based in the comments and findings in sections 4 and 5 of this report and the minutes of <br />, the March 7,2007 Planning Commissionmeeting, the Planning Divisionrecommends <br />x approval of the requested INTERIM USE PERMIT for a temporary asphalt/concrete <br />�� recycling operation at 515 Larpenteur Avenue, subject to the following conditions: <br />[ �: a The temporary use shall be limited to the crushinglrecyclingof materials that are <br />r i currently stockpiled on the subject property. <br />�� b The temporary operation shall employ "best managementpractices"(e.g., <br />i x watering piles, installing silt fencing, etc.) to control dust and potential stockpile <br />i+ erosion in the event of a rain storm— said erosion control plan must be reviewed <br />� i and approved by the City Engineer. <br />�+� e Hours of the crushingirecycling operation, including hauling and stockpiling, <br />i; shall he limited to weekdays frui r� 7:Q� a.m. to 6:00 p.m. <br />i� d Written notices shall be sent to property owners within the postcard (i.e., <br />i�a Roseville's public hearing notice) distribution area one week prior to crushing so <br />�u that they may plan accordingly. Addresses will be provided to the applicant. <br />ry I e The INTERIM USE PERMIT shall be valid for a period of one week, beginning <br />z�_� with the commencement of crushing activity, which must be completed by May <br />� 3 31,2007.
