Attachment C <br />Narrative Fr�r Ramsey County �nt����� Use Permit <br />515 Larpenteur Avenue West <br />Interim Use Permit Request Purpose and Background <br />Ramsey Co�xnty �tt�-ren�ty has between 2000 and 2500 tons of construction debris <br />stockpiled on County land at Kent Street and Larpenteur. Ramsey County discovered <br />construction rubble debris when excavating the Snelling Avenue pond as part of the <br />County Road C reconstruction project. The pond site is loc�fied in the SE comer of <br />Snelling Avenue and County Road C. The pu��pos� of the pond is to treat sto�-m water <br />runoff prior to discharge into the adj acent wetland. Since construction of the pond was a <br />critical part o�C completing the proj ect, and property for the pond limited, upon <br />disco�re�-ing the construction debris, the County had no choice but to excavate the <br />material. The County believes that reusing the rr�ateria� by crushing and mixing it into <br />useful material is the most economical and eatth friendly solution. <br />The debris contains concrete, bituminous, rock, and some metal pieces. The size of the <br />material vai7es. The County desires to separate the �ne�al from the debris and crush and <br />mix the remaining material to make a blended and graded aggregate that could be reused <br />for road building. The other option would be to haul it to a construction debris landfill <br />which is expensive due to the hauling and dumping fees. <br />Site Activity Proposal <br />The County proposes to complete the crushing and mixing as soon as approvals are <br />granted. The goal will be to complete the work in late March, early April. The work will <br />take a total of one week of which 2 to 3 days will be the actual crushing. The remaining <br />time will be used to move in the portable material processing equipment, separate <br />materials and then to demobilize. Once processed, the m�.te�-��€� will be hauled off site for <br />reuse and the metal scrap material will be hauled to an appropriate disposal site. The site <br />will be restored to the prior condition. <br />The County will take measure to limit the dust and noise created by this activity. Since it <br />is proposed to do this MarchlAg�il, most residential homes will still have their windows <br />closed. The work would only tak� place du�-�n� the normal work week with hours of <br />operation limited between 7am and 7pm, within the City's required times. Water will E�� <br />used to control dust during the opea-�tion. <br />
