Attachment E PLANNING FtLE 07-013 Request by Ramsey County for an INTERIM USE PERMIT to allow a temporary concre�te- recycling operation at 515 Larpenteur Avenue. Chair Bakeman opened the Public Hearing for Planning File Oi-014. Associate Planner Bryan Lloyd and City Engineer Debra Bloom reviewed the request of Ramsey County for approval of an INTERIM USE PERMIT in accordance with City Code, Section 1012.09, to allow the establishment of a temporary concrete and asphalt recycling (i.e., crushing and mixing) area on their parcel at 515 LarpenteurAvenue. Staff recommended approval, based on comments and findings of Section 5 and conditions of Section 6 ofthe project reportdated March 7, 2007. Ms. Bloom advised that, given the length of the previous Public Hearing, and residents wishing to speak to this request, she had met with interested parties earlier during the meeting, and had negotiated an agreement between the neighbors and the applicant; and was prepared to present revised conditions in Section 6.1 of the staff report. Ms. Bloom provided revised conditions, as discussed and negotiated with the "Wagner neighborhood" and Ramsey County. Conditions of Section 6 of the staff report dated March 7, 2007 were proposed for revision as follows: a. The temporary use shall be limited to the crushing of materials that are currently stockpiled on the subject property. b. The temporary operation shall employ "best management practices" (e.g., watering piles, installing silt fencing, etc.) to control dust and potential stockpile erosion in the event of a rain storm— said erosion control plan must be reviewed and approved by the City Engineer. c. Hours of[the] crushing[operation] shall be limited from i:00 a.m. to j6:00j �►+9 p.m. weekdaysa� 7:�D a.�. t� ��.�t��.�:��.�af�da�. [,including hauling and stockpiling.] d. Written notices shall be sent to property owners within the postcard (i.e., Roseville's public hearing notice) distribution area one week prior to crushing so that they may plan accordingly. e. The Interim Use Permit shall be valid for a period of one week, beginning with the commencement of crushing activity, which must be completed by May 31, 2007. [IfRamsey County is unable to begin the recycling operation in time to finish before the May 31, 2007 deadline, the recycling operation may take place over a one-week period between November 1, 2007 and December 1, 2007.1 f. Public Comment Writ�en comment had been received via lefterdated March 7, 2007, from EdwardA. Hoefs, 636 Pineview Court, generally opposed to the request, but proposing revisions if approved. No one remained for public comment, following Ms. Bloom's prior negotiations.
