Department Approval
,
Request for Council Action
Manager Approval
Item Description: Renewal of JPA with '3}tl
Date: 03-26-07
Item Number: 5.i
x Regional Firefighter's Association.
Agenda Section
BACKGROUND: Pursuant to the Joint Exercise of Powers Act, Sec. 471.59, Minnesota Statues, the Roseville
Fire Department participates in giving, and receiving, mutual aid with neighboring fire departments through
several Joint Powers Agreements (JPAs).
For many years the Roseville Fire Department has been a member of the Capitol City Regional Mutual Aid
Association and the Capitol City Firefighter's Association, serving fire departments in Ramsey and Washington
Counties. Through these affiliations, we have signed agreements to paxticipate (give and receive) mutual aid
with other fire departments throughout the region.
Earlier this year the two organizations merged into one. This merger requires the execution of a new mutual aid
agreement that reflects the name of the new organization, Capitol City Regional Firefighter's Association. With
the exception of the change to the name of the organization, the entire agreement remains unchanged.
POLICY IMPLICATIONS: Roseville Fire Department would remain eligible to give, and receive, mutual aid
under a Joint Powers Agreement with the Capitol City Regional Firefighter's Association.
FINANCIAL: Membership fee of $SQ per year. Funding would come from the fire department operating
budget.
SA,`k' RECOMMENDATION: Staff recommendation is for council to authorize the JPA for the fire
department to remain a member of the Capitol City Regional Firefighter's Association.
COUNCIL ACTION REOUESTED: Motion to approve the fire department's request to renew a Joint Powers
Agreement for the use of fire personnel and equipment with the Capitol City Regional Firefighter's Association.
