Trails were also a high priority in the Vista 2000 document from <br />18 the early 1990's. At the January 22,2007, Work Session, staff discussed the various grant <br />I�} opportunities for trail and sidewall{ projects available in 2007. Normally we see one to two grant <br />��h solicitation processes annually for trails and sidewall{s. This year we have identified at least five <br />?] processes that potentially could be available to the City. <br />�� <br />�.; At your March 19,2007 Work Session we discussed the Non-Motorized Transportation Pilot <br />�� Program. This program is a part of the federal transportation bill (SAFETEA-LU) and included four <br />�� cities across the country. Minneapolis is one of those cities. This program is being administered by a <br />�� non-profit organization, Transit for Livable Conamiuz�ities. The NTP program seeks to test how <br />�� infrastructure improvements, combined with planning and education and promotion, can increase the <br />?$ number of people hil{ing and walking. <br />�� <br />�� <br />.} ] <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />31� <br />3'� <br />Staff has been rr�e�tin� with other iurisdictions that are eligible for this funding in our area. This is a <br />competitive grant process. The application encourages cooperation with other jurisdictions and <br />connection bevone� community boundaries, as well as connecting significant institutions, businesses, <br />community centers, and employment areas. Eligible communities include Minneapolis and other <br />cities that directly abut Minneapolis. One of the workgrou�s is studying an infrastructure application <br />for better bil{e connection to �ti r�n���,�al �� from Roseville, �'alcor� Heights, and Lauderdale. It would <br />also improve hike and pedestrian access to the University of Minnesota, St. Paul and Minneapolis <br />campuses, and connection to Roseville's existing bike/pedestrian infrastructure and Roseville <br />businesses and other interest points. <br />�� This grant does not necessarily require a local match of funds. All costs are eligible for <br />� I reimbursement, including engineering expenses. Maintenance would be the responsibility of local <br />�� jurisdictions. Successful applicants are also required to do some reporting in the fuiure to <br />�.� demonstrate the level of success of this pilot program. <br />�� <br />�� The corridor proposed would be Fairview Avenue in Roseville and Falcon ��eights, Larpenter <br />�� Avenue in Falcon Heights and Lauderdale, Gortner Avenue through the University of Minnesota St. <br />.�� Paul campus to the dedicated transitway, which connects the Minneapolis campus. Sig�age and <br />�8 pavement marl�ing would be a significantpart of this project as well. <br />�9 <br />�� The Council was supportive of this application for an infrastructure grant with the other partners.
