PLANNING FILE 07-014 (former PF 7"7"6)
Request by MSP Commercial for an EASEMENT VACATION AND PRELIMINARY
PLAT on property at 2700 5neling Avenue.
Chair Bakeman opened the Public Hearing for Planning File D7-014.
City Planner Paschke reviewed the request of MSP Commercial (in conjunction with
JLT Roseville Corporate Center LLC) for approval of a proposed
VACAi`IIIC7C7lCA`IdN of the existing PEDESTRIAN PATHWAY EASEMENT
(found in the northeast portion of the property) and the PRELIMINARY PLAT of
Venture ' Addition, a subdivision that divides the existing 14.85 acre lot into finro (2)
legal, conforming commercial lots.
Mr. Paschke noted that a similar subdivision was approved by the City of Roseville on
July 19, 2006, but subsequently rejected by the Ramsey County Surveyor stating
inconsistencies with State Statute 505.02, Subdivision 1, related to the MSP
Commercial plat. Mr. Paschke advised that, in order to resolve the issues, and in
consultation with City legal counsel, the County Surveyor, property owner and
applicant, it was determined that the simplest solution was vacate the existing
pathway easement and support recording of the plat to create 2 lots; and would
ultimately achieve the goals and objectives of Ramsey County and allow the plat to be
re-recorded to support the land division.
taf recrsmnd $ aal f Lx E4'A' EFM1IF
+A Fhf ,4V F21' PLrT aed merda art ftdnas f ScEian
and conditions of Section 6 of the project report dated March 7, 2007.
Discussion included the status of park dedication requirements, usually not required
until a building permit was issued.
Applicant, Alex Young, MSP Commercialwas present.
Chair Bakerriar closed the Public Hearing, with no one appearing for or against.
MOTION
Member Wozniak moved, seconded by Member akeman to RECOMMEND
approval of the Pedestrian Easement Vacation and APPROVAL of Planning File
07-014, two (2)-lot Venture 4" Addition Preliminary Plat, based on comments and
findings of Section 5 and conditions of Section 6 of the project report dated March 7,
2007.
Ayes: 6
Nays: 0
Motion carried.
