Franlcs Redevelopment Trafiic Study
December 5,2005
Page 3
is to move the full access driveway 70-90 feet west of the existing location. This would also
worlc well with the revised banlc drive-thru orientation mentioned in the iirst point above.
The site plan indicates that two accesses will be provided from the Franlcs site to the
development to the east. These internal connections are a good idea, since they provide shorter,
safer routes for motorists circulating between the two developments.
The site plan proposes to retain the existing one-way, in-only driveway from the Frontage Road.
It is suggested that this one-way access point be eliminated. The design and location of this one-
way access point results in some safety concerns. The short distance between the Frontage Road
and the internal site drive aisles makes designing this driveway as a one-way, in-only access
problematic. There are no physical design features that indicate to motorists that they should not
go out this driveway. Signing and pavement marldngs are the only ways of indicating to
motorists that they should not exit at this location, and past experience with similar situations
indicates that there will be a signiiicant violation rate of the one-way regulation. Another safety
concern related to the one-way driveway has to do with the determination of right of way control
at the iirst internal intersection east of the Frontage Road. You want the in-coming trafiic `ron
the Frontage Road to have the right of ray at this intersection. Though you can place stop signs
for the WB drive aisle and NB drive aisle, these stop signs are lilcely to have a high violation
rate, and, due to the short distance between intersections, it will be difiicult for motorists stopped
at these stop signs to determine if trafiic is coming into the site or is staying on the Frontage
Road.
Recommendations
Based on the foregoing information, we have the following recommendations:
l. Provide a dedicated WB right turn lane, at least 100 feet long, on the Frontage Road
approach to Fairview Avenue.
2. Provide additional storage space for the banlc d,rive-th-t by placing the drive-thrn on the
north side of the banlc.
3. Provide a bypasslescape lane for the banlc drive-thru area.
4. Shift the north full access to the site 70-90 feet west of the existing location.
5. Retain the cross-development access points on the east side of the site.
6. Eliminate the one-way, in-only access point to the site froin the Frontage Road.
Attachments
c: Glen Van Wormer, SEH
'f:i+;•'.t,sJV vl{r, memoi24505.doc
