f

8

1
1

Regular City Council Meeting
DRAFT Monday, Mareh 12,2007
Page 16
Mayor Klausing noted the benefits of receiving preliminary agendas from
City Manager Maliner and receiving items earlier to allow the City Council
to question and address issues with staff before meetings. Mayor Klausing
noted the other meetings and extracurricular items requiring Council atten-
tion during the month, outside of regular Council meetings and Study Ses-
sions.
Councilmember Roe opined that the concept of reviewing items twice before
taking action could still be accomplished without the addition of an extra
meeting.
1 Mayor Klausing opined that the issue had come up too fast, and had not been
: given sufficient consideration of ramifications prior to consensus adoption.
14 Mayor Klausing concurred with Councilmember Roe's observations, in the
l context of current meetings.
l
1

l

1
2
11. Future Council Meeting Items
a. Councilmember Roe
Councilmember Roe requested that a future Council Study Session in-
clude discussion of the Commission appointment process.
b. Mayor HIausing
3 Mayor Klausing requested that each Councilmember choose their two
I preferred candidates for each of the Commission vacancies to be
voted on at the March 26, 2007 regular Council meeting; and provide
them to City Manager 1Vlainn, at which time staff would provide a
ranking — not numerical rankin - to determine consensus prior to ad-
ditional voting. Mayor Klausing suggested that Councilmembers
could include input of Commission Chairs or not at their discretion.

1 Councilmember Ihlan opined that the process, as followed from the
Planning Commission appointments, had not served to be transparent
: enough for applicants and interested residents to determine which
; Councilmembers were putting forth which candidates.

3

City Manager Malinen was directed to add further discussion of the
Commission candidate selection process and for further discussion on
the March 19,2007 Study Session agenda.
