Commissioner Schneider sought <br />Council clarification and direction on several issues, including the role of the <br />City Manager and Ethics Commission in coordinating seminars, and lan- <br />guage clarification in Resolution 10408 and City Code Chapter 206.04, Sec- <br />tion C; and creation of procedures for ethics issues before they become eth- <br />ics complaints and whether the City Council wanted the Commission to con- <br />tinue development of such a process. <br />Discussion among City Councilmembers and Commissioners included the <br />City Council's majority perception of the role of the Ethics Commission, the <br />City Manager and the City Attorney; and the original intent of Mayor K�aus- <br />ing in proposing reinstatement of the Ethics Commission and the role of the <br />Commission in identifying topics and or speakers for training, with staff fol- <br />lowing through on the logistics of such a training seminar. <br />�� <br />��k Commissioner Schneider sought clarification of the Ethics Commission's <br />2�� role to avoid overextending into another person or Commission's turf; and <br />�7 sought written cor�firma�ion of the Commission's role and responsibilities. <br />�� <br />�� Councilmember Kough opined that the purpose of the Ethics Commission <br />�� was to field complaints against them regarding elected officials. <br />�� <br />�� Councilmember Roe apologized for not attending the February and March <br />�� meetings of the Ethics Commission; clarified that Commissioner Schneider <br />��+ was the Chair, and that Commissioner Pederson served as the Vice Chair. <br />�� Councilmember Roe opined that his interpretation was that the Ethics Com- <br />:��� mission would serve in an advisory capacity to the City Manager and in his <br />�7 efforts to coordinate development of applicable training programs for the <br />:�� City Council and staff as appropriate. <br />��' <br />
