Prior to closing the meeting, <br />City Attorney Anderson advised that the Open Meeting Law requires the <br />City to state the grounds allowing closure and to describe the subject to be <br />discussed. City Attorney Anderson advised that under Minnesota Statute <br />Se�tion 13D.05, subdivision 3(b), closure was authorized under the attorney <br />client privilege. City Attorney Anderson then stated that the topic to be <br />discussed was pending condemnation proceedings, and to receive advice, <br />analysis and counsel fro7n Mr. Krass and Mr. Casserly on the status of the <br />proceedings and strategy and tactics in the cases. <br />Upon motion and vote of the Council the meeting was closed and the <br />Council convened in Executive session. <br />
