Special City Council Meeting <br />Thursday, March 29,2007 <br />DRAFT Minutes Page 8 of 20 <br />] <br />2 Councilmember Pust sought clarification that there was not an overall sense in the <br />� community that people were not feeling safe. <br />� <br />�� Ms. Berry responded that the issue had not come up during discussions, indicating <br />�� that people seemed to take those services for granted, or didn't see it as an issue <br />� and felt pretty comfortable. <br />� <br />� Mr. Trayr�or noted that the several of the strategies with this goal discussed meet- <br />1� ing national standards; and that, even while we're "safe," we don't have adequate <br />11 benchmark figures to compare to national standards related to our emergency and <br />1� fire response times for adequate measurements; and that some interest had been <br />13 expressed in exploring where we are, and not just accepting the current status <br />1+4 without further examination. <br />i� <br />i E� <br />i7 <br />18 <br />1� <br />� <br />�� <br />�� <br />�� <br />�� <br />�5 <br />� F� <br />2'� <br />�� <br />�� <br />�� <br />31 <br />�� <br />�� <br />Mr. Majerus noted that would be where the metrics would come in. <br />City Manager Ma�inen concurred; and opined that, along with performance meas- <br />urements, asking the community for their perceptions in community surveys a1- <br />lowed staff to know how services were being interpreted, and allowing the City <br />Council to make decisions on where best to put limited resources. <br />Mr. Keel noted that this had been a difficult subj ect for the subcommittee, as deliv- <br />ery of public safety services was very emotional, with very strong feelings on both <br />ends of the spectrum. <br />Councilmember Pust concurred that the community should define benchmark stan- <br />dards for our community, but the City Council and staff should be aware of other <br />standards for comparison purposes and as an alert to trends. <br />Housing <br />The housing goal was identified: Roseville housing meets community needs. <br />�� Strategies identified were: coordinate housing plans with all other community <br />3� plans; ensure sufficient affordable housing; implement programs to ensure safe and <br />:�� well-maintained properties; ensure life-cycle housing throughout the city that at- <br />�� tract and retain a diverse mix of people, family types, economic statuses, ages, and <br />�� so on; fund housing programs to meet diverse and long-term needs; employ flexi- <br />��r ble zoning for property redevelopment to meet broader housing goals such as denw <br />
