There has been some discussion of <br />1� revising parking regulations over the past five years. None of these discussions resulted in a <br />� C change of parking regulations or policy. In 2005 the Public Works, Environment, and <br />1� Transportation Commission discussed seasonal overnight parking bans that a number of other <br />� U suburban communities have implemented. They had considerable discussion on the benefits to <br />�] snowplowing operations and reviewed the number of citations for parking on streets after two <br />� 2 inches of snow has fallen. They also considered the impact on some areas of the city where <br />� 3 higher density housing exists and the limited off street parking available to those residents. The <br />�� PWETC ultimately decided to not pursue a change of regulations with the Council after <br />�� concluding the problem is not severe enough. <br />�� <br />�, The Council also had some discussion of parking regulations in late 2005 and early 2006, which <br />�� resulted from some complaints from residents east of Snelling Avenue and adj acent to some of <br />2� Northwestern College's student housing. This discussion resulted in some additional parking <br />�� si�nage for safety and visibility reasons. The Council also codified a policy that created the <br />� 1 traffic safety committee. That policy delegated minor traffic control and safety issues to this <br />�� � committee. Major parking related issues that affect large areas and other significant t�a�f'zc <br />3� control issues still come before the Council for review and direction. <br />3� <br />3� <br />� �; <br />�';' <br />�� <br />3 �? <br />-� � <br />�7 1 <br />�� <br />�i 3 <br />�� <br />�4 <br />� �r <br />�� <br />�a <br />,� <br />The T-T�A also engaged in some discussion on parking regulation as a part of their recent rental <br />licensing study. Their report suggests the city consider additional parking regulation. The <br />Planning Commission also has put parking regulation on their agenda as a future discussion item. <br />The staff and council also receives occasional complaints from residents regarding vehicles <br />parking on the street for extended periods of time or vehicles that are for sale. <br />Attached to this action are copies of the code relating to parking regulation. <br />RECOMMENDED COUNCIL ACTION: <br />Discussion of parking regulation and direction to staff and Commissions for further study. <br />Prepared By: Duane Sck�waxiz <br />
