Vehicles Impeding Road And Utility Repair: Any vehicle which is impeding public road or utility repair, <br />construction or maintenance activities after reasonable notice of the improper activities has been given to <br />the vehicle owner or user at least twelve (12) hours in advance, is declared to be a public nuisance. <br />(407. 0203) <br />4. Vehicles Without License Plates: Except where expressly permitted by state law, any vehicle shall be <br />deemed to be junked or abandoned if said vehicle does not have attached thereto a valid current license <br />plate issued by the proper State agency. (407. 0204) <br />S. All unnecessary vehicle tuning and repair noises and annoying vibrations. (407.03E} <br />6. The storing of the following things for a period longer than seventy two (72)hours in the front yard of any <br />residential zoned area: (407.03�1} <br />a. Impounding: Any police officer or other duly authorized person may order any vehicle constituting a <br />public nuisance to be immediately removed ar�ellar impounded. The impounded vehicle shall be <br />surrendered to the duly identified owner by the towing contractor only upon payment of the required <br />impound, towing and storage fees. (407.02P�) <br />2. Sale: Notice and sale of any vehicle impounded under this Chapter shall be conducted in accordance with <br />Minnesota Statutes chapter 168B governing the sale of abandoned motor vehicles. (40�.02pa} <br />1018.14: OBSTRUCTION OF PUBLIC RIGHTS OF WAY NUISANCE: <br />The obstruction of streets by any use of property abutting on a public street or sidewalk or any use of a public <br />street or sidewalk which causes large crowds of people to gather obstructing traffic and the free use of public <br />streets or sidewalks is a nuisance and a violation of this Code, as are the following: (407. 031) <br />A. Obstruction or blocking of City-owned non-motorized pathways, sidewalks, or designated bicycle routes, by <br />any means, including, but not limited to, the parking of vehicles or storage of snow, is prohibited. (703.10) <br />B. Reserved. <br />C. Interfering With Drainage: Placing entrance culverts or doing any act which may alter or affect the drainage of <br />public streets or alleys or the surface or grade of public streets, alleys or sidewalks without proper permit. <br />(407. D3L) <br />D. Repairing Vehicles Or Tires In Streets: Making repairs to motor vehicles or tires in public streets or alleys, <br />excepting only emergency repairs when it will not unduly impede or interfere with traffic. (40�.03M} <br />E. Trash In Streets: Throwing, placing, depositing or burning leaves, trash, lawn clippings, weeds, grass or other <br />material in the streets, alleys or gutters. (407.03Nj <br />F. Unauthorized Signs: Erecting, painting or placing of unauthorized traffic signs or advertising signs in streets, <br />alleys or on sidewalks. (407. 030) <br />G. On any private parking lots within the City, the following rules shall apply: (602.10) <br />1. The Police Department may post signs at any entrances to a private parking lot from a public street which <br />shall designate one-way traffic for entrance or exit. The driver of any vehicle entering or leaving such lot <br />shall comply with any one-way signs so posted. (602.1 b�[) <br />2. No person shall operate a motor vehicle at a speed greater than is safe and reasonable under the conditions <br />of then existing traffic and in no event exceed a speed of fifteen (I S) miles per hour. (602.10�} <br />3. Vehicles parking on such lots shall conform to any stalls or positions for parking designated on the surface <br />of the parking area. (6o2.I0C) <br />4. No vehicle shall be parked or allowed to stand in any area of such parking lot which has been designated or <br />is used for a lane for moving traffic so as to interfere with the movement of traffic. (bO2.1.D0} <br />5. No motor vehicle shall be parked or allowed to stand in such a lot at a curb which is painted yellow. <br />(602. r0�} <br />
