(40�. 0202) 3. Vehicles Impeding Road And Utility Repair: Any vehicle which is impeding public road or utility repair, construction or maintenance activities after reasonable notice of the improper activities has been given to the vehicle owner or user at least twelve (12) hours in advance, is declared to be a public nuisance. Vehicles Without License Plates: Except where expressly permitted by state law, any vehicle shall be deemed to be junked or abandoned if said vehicle does not have attached thereto a valid current license plate issued by the proper State agency. Impounding: Any police officer or other duly authorized person may order any vehicle constituting a public nuisance to be immediately removed ar�ellar impounded. The impounded vehicle shall be surrendered to the duly identified owner by the towing contractor only upon payment of the required impound, towing and storage fees. (407.02P�) 2. Sale: Notice and sale of any vehicle impounded under this Chapter shall be conducted in accordance with Minnesota Statutes chapter 168B governing the sale of abandoned motor vehicles. (40�.02pa} 1018.14: OBSTRUCTION OF PUBLIC RIGHTS OF WAY NUISANCE: The obstruction of streets by any use of property abutting on a public street or sidewalk or any use of a public street or sidewalk which causes large crowds of people to gather obstructing traffic and the free use of public streets or sidewalks is a nuisance and a violation of this Code, as are the following: (407. 031) A. Obstruction or blocking of City-owned non-motorized pathways, sidewalks, or designated bicycle routes, by any means, including, but not limited to, the parking of vehicles or storage of snow, is prohibited. Unauthorized Signs: Erecting, painting or placing of unauthorized traffic signs or advertising signs in streets, alleys or on sidewalks. (407. 030) G. On any private parking lots within the City, the following rules shall apply: (602.10) 1. The Police Department may post signs at any entrances to a private parking lot from a public street which shall designate one-way traffic for entrance or exit. The driver of any vehicle entering or leaving such lot shall comply with any one-way signs so posted. (602.1 b�[) 2. No person shall operate a motor vehicle at a speed greater than is safe and reasonable under the conditions of then existing traffic and in no event exceed a speed of fifteen (I S) miles per hour. (602.10�} 3. Vehicles parking on such lots shall conform to any stalls or positions for parking designated on the surface of the parking area. (6o2.I0C) 4. No vehicle shall be parked or allowed to stand in any area of such parking lot which has been designated or is used for a lane for moving traffic so as to interfere with the movement of traffic.
