Fundang shouldfZow to progi^ams and services based on the
City's goals, objectives, andpriorities, not some pre-determinedformula.
Pli
C The City will try to maintain a diversified and stable revenue system and to shelter it
from short run fluctuations in any one revenue source
► The City will establish all user charges and fees at a level related to the cost of
providing the services
Comment * to the best of my knowledge, this policy statement is geared
towards progi^ams and services that were intended to be fully funded by
fees. Some City services such as those offered at the OVAL or Nature
Center may have originally intended to be funded in this manner, but at
this point are not
,. „ --- uls ---------
Comment " in some instances, user charges and fees cover the direct
costs, but not necessarily all of the indirect costs. For example, fees
charged to softball leagues to use City ball fields are sufficient to pay for
the coordination of the progi^am and for umpires, but they do not cover the
,u12 cost of maintaining the field (i.. cutting the gi^ass, dragging the
infield, repairingfences, etc.) This is not unique to Roseville however.
See related policy statement below.
C Each year the City will recalculate the full costs of activities supported by user fees, to
identify the impact of inflation and other cost increases, and will increase those fees as
appropriate
J—`e--iv:l „k#F+;-«f,i€}• e ' , -- -
" rr{te
--- -.. .._ . _ . .__..._.. . _ ..
8
