This short-term, 90-day moratorium on single-family <br />lot subdivisions was put into place in order to allow the City Council to conduct a study on the <br />impact of these activities on the community and to develop an appropriate course of action. To <br />undertake this study, the City Council formed a Citizens Advisory Group to spearhead the efforts <br />with the city's Planning Commission members and four additional community members serving <br />as members of the group. During the month of February, the Council solicited applications from <br />community members wishing to serve as part of the Advisory Group, and on February 26, the <br />Council named the four at-large community members (Gary Grefenberg, Jeanne Kelsey, Darrel <br />�,eBaarran, and Vivian Raznalingair�). <br />The following discussion details the activities that have taken place, to date, as part of the Single- <br />Family Residential Lot Split Study as well as outlining the group's progress and next steps. <br />Advisory Group Meetings <br />Due to the short duration of the moratorium, the Advisory Group developed and implemented a <br />very rapid meeting schedule. To date, the Advisory Group has met four times: March 6, 22, and <br />28, and April 5 in addition to a March 15 "ope�. house" meeting. Aimee Gourlay of Hamline <br />University's Mediation Center for Dispute Resolution has served as the facilitator for each of the <br />meetings and Community DevelopmentDirector John Stark and Economic Development <br />Associate Jamie Radel have acted as staff resources to the group.
