L Northwestern College is currently completing a Discretionary Environmental Assessment <br />a Worksheet (EA� for the City of Arden Hills and Roseville pertainingto their request <br />{ for an AMENDED PLANNED L1NIT DEVELOPMENT. <br />•a <br />F <br />.$ <br />�� <br />�[� <br />3� <br />_L? <br />a; <br />1 •� <br />i3 <br />i� <br />Ir <br />�? <br />�{} <br />�? o <br />�: <br />� <br />i� <br />�; <br />�a <br />i � <br />i�� <br />�- <br />2� <br />�� <br />�� <br />�i <br />;7 <br />�.� <br />I _3 <br />This EAW is being prepared, in part, as a responseto a requestto do so from the City of <br />Roseville. <br />The EAW is being prepared by Northwestern College's consultant (TKDA) at the sole <br />cost of Northwestern College. <br />L_� The rules of the Environmental Quality Board (EQB) require, however, that the <br />Responsible Governmental Unit (RGU) be the official source of the EAW. The City of <br />Roseville is the RGU and as such the City is responsible for review of the document and <br />its forwarding to the EQB and other state agencies for review and comment. In essence, <br />once the EAW is complete it becomes the City's documentand must be processed <br />accordingto MinnesotaRules. <br />].� The Community Development Department (City Planner) is currently acting as the lead in <br />the land use process and has been the main contact for the current EAW process. An <br />EAW is required to be submitted to EQB for publication in the EQB Monitor and <br />forwarded to 7 State agencies. <br />l.6 As Northwestern College's EAW is being prepared at the direction of the City of <br />Roseville, the City is required to act as the RGU of the EAW, staff is seeking Council's <br />support to act in this capacity. <br />�,�M <br />�, � <br />SUGGESTED ACTION: <br />By motion, accept the designation as the Responsible Governmental Unit (RGU) for <br />the Northwestern College EAW and direct staff to take steps required of an RGU. <br />PF07-002_EAW_RCA_042347.doe Page 1 of 1 <br />
