Regular City Council Meeting — DRAFT Minutes
Monday, Apri123,2007
Page 19
E Councilmeinber Pust clarified that there appeared to be two separate
issues: 1) the juinp and slalom course; and 2) other water sliing on the
: lake.

7

c]
1 J
i1
1 r}
1
14
1
l
l
t s

20
]

Mayor Klausing concurred, and opined that from comments regarding
limited use of the juinp, it appeared evident that the juinp and slalom
course represented an extremely small percentage of the actual skiers
utilizing the lake.
Councilinember Pust noted that she was hearing equal concerns from
some that the jump isn't used, and others who use it; opining that if
people weren't aware of the sli jump's use, those using the jump must
not be the ones doing the major portion of the water sliing on the
lake. Councilmember Pust uter opined that, if the biggest issue
was who and how many were using the lake, the City Council wasn't
the body to regulate that.
Councilmember Pust furte- opined, that while she concurred with
Councilmember Ihlan that additional information would prove benefi-
cial and could further identify the regulatory body for concerns in-
volving monitoring lake usage and traffic volumes, she was not hear-
ing major issues related to the sli jump and course, causing her to op-
pose placement of the water sli course and juinp for the 2007 season.
Mr. Lee referenced regulations that the City of Arden Hills had previ-
ously placed on Lake Johanna related to speeds.

Donald M. Rott, 3115 Sandy Hook Drive
Mr. Rott, as a 50 year resident on Lake Owasso, provided a historical
i perspective on the rationale for placement of the jump, due to installa-
tion of permanent anchors on the jump to keep it in place due to pre-
vailing winds. Mr. Rott spoke enthusiastically in support of the jump
3 and sli course; opining that, from a safety standpoint, Lake Owasso
:G was larger than either Lake Johanna or Lake Josephine.

37

t
Mayor Klausing concurred with the observations of Councilmember
Pust in identifying the uses related to the jump and slalom course ver-
sus concerns regarding overall use by skiers of the lake; and opined
that he didn't see a basis for not recommending approval for the 2007
