� <br />� <br />4 <br />� <br />� <br />� <br />Regular City Council Meeting — DRAFT Minutes <br />Monday, April 23,2007 <br />Page 23 <br />tation (MnDOT) and their intent to close the Snelling Avenue access <br />into the James Addition. <br />Mr. Schwartz advised that while no specific design was offered by <br />MnDOT, they were receptive to accommodating emergency vehicle <br />access across the median, upon its closure. <br />S Mr. Schwarz reported on costs of additional intersection studies on <br />�a Fairview Avenue, in response to previous City Council directive, and <br />1� subsequent meetings of staff with the Ramsey County traffic engineer <br />7 1 and to discuss various aspects of such a study and his concurrence <br />�� with the benefits for such a study. Mr. Schwarz provided a summary <br />1:3 of the scope of the study as discussed with our traffic consultant, and <br />1� the estimated cost of $7,000. Mr. Schwarz noted that Ramsey County <br />�� would participate by providing linl�ing field work and crash analysis, <br />1� and provide the information to the consultant utilizing their in-house <br />l� staff, thus reducing the cost of the study to under $5,000 for the City <br />t � of Roseville's portion. <br />1� <br />20 <br />�� <br />�� <br />�� <br />�4 <br />� :� <br />Discussion ensued regarding various configurations; similar Ramsey <br />County experience of such a configuration at the off-set intersection <br />of County Road E at Victoria; and if the study deemed the intersection <br />signalization feasible, to consider seel�ing cost-sharing with MnDOT <br />for signalization costs. <br />�t� Staff was asked by Council consensus, at a cost not to exceed $5,000 <br />�� (estimated by staff respective of in-l�ind cost-sharing by Ramsey <br />�8 County for field work and crash analyses, along with use of their in- <br />�� house staf� to research the cost of an additional intersection study on <br />;�� Fairview Avenue to determine whether there would be a benefit or <br />� 1 negative impact to the neighborhood provided by some level of sig- <br />:3� nalization on Fairview Avenue. The study would consist of three al- <br />.33 ternatives, and the resultant data: 1) a 3-way intersection with a signal <br />;3�1 at the west Qakcrest and Fairview intersection; or 2) a 4-way offset in- <br />;�� tersection with both the east and west legs of Oakcrest included; or 3) <br />,�t� the existing configuration with stop conditions on Oa�crest Avenue. <br />�� <br />��i <br />:�� <br />Councilmember Ihlan offered her support for the study and questioned <br />whether ����OT's intent was still to close the median in July. <br />
