Regular City Council Meeting — DRAFT Minutes <br />Monday, Apri123,2007 <br />Page 36 <br />] Mayor Klausing spoke in support of Mr. Miller's recommendation to <br />� strike the language as noted on page 8, line 221, based on the need for <br />.� the City Council as a whole to determine specific and equitable fund- <br />� ing decisions. <br />:� <br />� <br />.� <br />� <br />K3 <br />.l � <br />Councilmember Pust spoke in support of the recommendation, opin- <br />ing her support for making hard choices in determining what ser- <br />vice(��r pragram(s) seemed least valuable, rather than across-the- <br />board cuts that may not be the right choice overall. <br />1 l Mr. Miller addressed his comment on page 8, line 243 regarding user <br />�� charges and fees covering direct, but not necessarily all indirect costs; <br />k� and sought Council direction for clarifying language. <br />1� <br />f� <br />1 f� <br />�7 <br />1 �3 <br />� {� <br />�� <br />�1 <br />��� <br />�� <br />2� <br />��� <br />�� <br />�� <br />�� <br />2{� <br />�� <br />�3 l <br />�� <br />��� <br />�� <br />�� <br />�� <br />Councilmember Pust spoke in support of fees covering direct and in- <br />direct costs, to the greatest extent possible; and requested that stafF re- <br />view past practice and user fees needing to be identified for adjust- <br />ment, as appropriate, to cover those costs as they represented the ac- <br />tual cost incurred by the government; and again addressed the tough <br />decisions required of the City Council and their decision-making <br />processes. <br />Mr. Miller noted that, in some specific instances, there may be public <br />policy rationale for not fully covering costs. <br />Councilmember Pust recognized those specifics; however, supported <br />enunciating that rationale as part of the policy language as applicable, <br />rather than future Council's or staff making an assumption that dis- <br />parities had been overlooked. <br />Councilmember Roe suggested that language on pages 8 and 9, lines <br />251, 258, and 264 be incorporated into one statement, perhaps deline- <br />ated for non-enterprise and enterprise funds, indicating that the City <br />was moving toward a level to support 100 percent of the direct and <br />indirect costs of the activities. <br />3� Councilmember Roe questioned how the Community Development <br />3� Department, fully funded by fees, fit into the direct and indirect costs <br />� �� being covered. <br />
