Ci7.l they properly pump th sewage holding tank?
Staff has no way to veriy. Tezrpoary cannections ta the city sewe lines are no allowed
because they don't guarantee sanatation. F:esa.dzats clan't want tp pay or proper
conections (RV Park type) becaus of cost. In winter these sytems freee anci da na
function properly.
- Safe water is a cozacrn. Typzca.ly he waer connectzon is from a garden hose
laynq ove the ground. Thse conrections and hoses are ofte damaged over tame by the
cansrucion activities on-site and can result in pollued water wi.hin he Ri. In the
winter ne these hass get wapped in nsightl.y insulation blankts or they reee.
- Ecrica7. connecinns are typically wirs layinq on tle ground. These wirs can
be run over and daageci by cans.ructaoza activitis resuta.ng a.n dangerous condiions for
resideni.s, wokers and children.
- Most RV's are npt builL to operate during Minnesota winters and sho.d no
occupied at .hese tznes. The heatexs are not adequate ancl sanita.tion iaciities wi.l not
unction.
- RV's are not as safe as homes. They yp.cay do not have sznoke detectors, escap
size windqws and .hey are not anchored to withstand rol-ov from strong winds.
- Neiqhborhood Impact:
-- City staff recea.ves coznpaan.s about hese siuainrs (as we did abau the person
an Parker Avenue 1as year who was givn permission o live on-site in an RV}. Th.s
results a.n add.ional time cammitrtents by an already busy staff. Both the: bua.J.ding
inspctor and he l.aduse inspco spent a considerable amoznt of tim filding
complains and discussing fihe siuaion with the resident as he did not remove he RV whn
ant.cipaed {as construction took longer than anta.cipated, which is usua.y he case).
- I thse aace approved, oher_ residen.s will se his occurrinc and wil also wash
to follow this paetace. We will see mare and rrare of these occarrences, resuting in moe
compaint calls ancl addiiona. burdens on sta ta.ne.
- If thes are approved, reszdents wil ee zt is a7,J.awed ta haYe relativs and
otheas vsa,t and live on-site in inoar homes for extended periods. Again rsulta.ng in
cozplans art sa eammitments.
- Other options availabl .o residents:
- Res.dents who wish to vacate their home to perfarm consruca.an aJ.ways have the
optinn to rent an apattent nearby. This has been the standard pracice in years pasL.
Their wish ta sare rtoney comes at the epense of additional City commitments ad t,he
comforL- and livabi].ity o h2 neighborlaood.
1
