Adoptian of cha�ges into <br />the Comprehensive PIan req�ires a supermajarity af the City Council. <br />The Municipal Planning Act (Minn. Stat. 462.355} places several responsibilities on a city's <br />plaarar,ing cannznission in relations�ip to the preparation o��he City's Comprehensive Plan; it <br />states: <br />The planning agency .�hall prepar�e the comp�ehensive municipal plan. In <br />discharging this duty the planning agency shall consult with and caaYdinate <br />the planning activities of other departments and agencies of the municipality <br />to insure con, formity with and ta assist in the development of the <br />comp�ehensive municipai plan. In its planning aciivities ihe planning agency <br />shall take due cagnizance of the planning activities of adjacent units of <br />government and �ther affeeted public agencies. The planning agency shall <br />periodically review th� plan and recammetzd amendments wheneve�- <br />necessary. <br />Roseville City Code 201.06 (Preparation of Cornpre�ensi�ve Plan) also dele�ates the <br />preparatia� af the Comprehensi�e Plan to i�e Planning Commission; it s�a�es: <br />27 It shall be the functian and duty of the Planning Comnczssion tp prepa�e and <br />28 �ecornmend a cosnp�ehensive City plan for the development af the G'iiy, <br />29 including proposed public buildings, st�eet arrangements; public utility <br />30 services, parks, p1'aygYOUnds and other sirnidar developments, the use of <br />31 property, the density afpopulation an�' othe� matters �elating to the <br />32 development of the City, Such plan may be prepa�ed in sections, each of v,�hich <br />33 shall �elate ta a major subject of the plan, as outlined in thc Commission's <br />34 program af �varlc.
