REQUEST FOR COUNCIL ACTION <br />DATE: 1 /9/06 <br />ITEM NO.: 7. <br />Department ApprovaL• Manager Reviewed: AgendaSection: <br />� �� <br />� <br />__ � _ ��•� . . . . <br />� <br />Item Description: Public Improvement Hearings for Roselawn Avenue Reconstruction Proj ect <br />Background: On December 14, 2005, the City Council received the feasibility report for the <br />Roselawn Avenue Reconstruction Project and ordered the public hearing. Prior to opening the <br />hearing, staff will present general information regarding construction, standards, and assessments <br />that apply for this proj ect. <br />We have held four information meet�s with property owners regarding this project since June <br />2005. We hav� �ti�r+E �t� �� r� ��ruh � n � � mber of different issues in regards to the proposed street <br />proj ect. In the development of the feasibility report, staff has tried to consistently apply City policy <br />as it regards to assessments and street construction. <br />Since this is a j oint project with Falcon Heights, a separate public hearing will be held at their City <br />Council meetings on January 11 and 25th. In order to move forward with the reconstruction as <br />proposed, both councils need to approve the project. <br />Special Considerations: Every road proj ect is unique. The feasibility report discusses many of the <br />issues that staff has been working on with the neighborhood. Here is a summary of the <br />recommendations. <br />Road Alignment.• Currently the road is aligned straight east west along the Roseville/ Falcon <br />Heights City Border. Technically the jurisdiction for this road runs down the center of the existing <br />pavement. The proposed street and sidewalk will widen the paved area within the right- of- way. <br />Currently this is 32 feet wide. We are proposing to construct a 34 foot wide street with a sidewalk. <br />This will widen the traveled wav bv 10 feet. We propose to widen the traveled wav eauallv on both <br />sides of the street in order to spread the impact of the widening to both Roseville and Falcon Heights <br />residents. <br />Parkin�.• We are proposing to have parking on the north side, and the sidewalk on the south side. <br />This will provide a buffer for homes on both sides of the street from the cars traveling on the <br />road. <br />Sidewalk Roselawn Avenue between Fulham Street and Victoria Street has sidewalks with the <br />exception of the mile long segment between Snelling Avenue and Lexington Avenue.
