Proiect Narrative <br />Frank's Nursery Site - Roseville, Minnesota <br />North of County Road B West, East of Fairview Avenue North, <br />South of South Highway 36 Service Drive, and West of Herschel Avenue <br />Prepared By: <br />RLK ]ncorporated <br />November 14,2005 <br />Fcr <br />Approval of Rezoning Request <br />Introduction <br />On behalf of FNC Roseville Plaza (Kimco Realty Corporation), RLK Incorporated is pleased to submit <br />the enclosed Concept Site Aerial Exhibit (for reference only) and documents for the Rezoning Request of <br />Lot 1, �locic 1, LaBelle's Subdivision (Frank's Nursery Site) for review, discussion and approval by the <br />City of Roseville. The plan and narrative outline the site developulent Kimco is proposing for the 4.2+ <br />acre site, This application package is anticipated to be heard at the December 7, 2005 Planning <br />Conimission meeting and the January 11, 2006 City Council meeting. <br />Project Request <br />■ Approval of Rezoning Request <br />F�cisting Conditions/Lanct Use <br />The Frank's Nursery site is located south of Highway 36 West on the southeast quadrant of the South <br />Highway 36 Service Drive and Fairview Avenue North. The site is approximately 4.2 acres in size and <br />consists of a vacant building (with canopy) and parking lot. Kitnco Realty Corporation is proposing <br />redevelopment of the site for three commercial facilities. The property is completely within the li�nits of <br />the City of Roseville, in Ratnsey County, Minnesota. <br />Rezoning Request <br />Tlae property is currently within the Lil�ited Business (B-1) zoning district. A rezoning request is <br />included in this submittal package to rezone the property to Retail Business (B-2). Rezoning is requested <br />due to the nature of the uses proposed for development. <br />Redevelopment of the site will eozisist of three retail buildings totaling 33,565 square feet, The existing <br />Frank's building will be remodeled and the parking field and access redefined as part of the <br />redevelopment. At this titne there are not specific retailers that have been identified.
