City Council Regular Meeting —12/19/OS <br />DRAFT Minutes - Page 10 <br />Councilmember Kough presented numerous items for <br />individual consideration: <br />1) Kough moved, Schroeder seconded, to amend the <br />2006 Budget to rescind funding for the community <br />survey ($30,000). <br />Councilmember Maschka expressed frustration with <br />wasting time on these items; opining that a future City <br />Council will make determinations at the appropriate time. <br />Councilmember Maschka opined that a community survey <br />was a necessary tool in determining citizen interpretation of <br />services provided and for the visioning process. <br />Councilrnember Schroeder spoke in support of the motion, <br />opining that staff would proceed with the survey <br />immediately without the City Council's adamant <br />elimination. <br />Mayor Klausing spoke in support of the motion; while <br />opining his agreement in the need for a survey. <br />Councilrnember Schroeder opined that the funds in the <br />Communication Fund would be better used in fixing the <br />electrical short above the dais and in continuing to improve <br />the cameras in the Council Chambers. <br />Roll C all <br />Ayes: Kough; Ihlan; Schroeder and Klausing. <br />Nays: Maschka. <br />2) Kough moved, Schroeder seconded, delaying <br />upgrading of one warning siren ($16,000). <br />Councilmember Maschka spoke in opposition to the <br />motion; noting the significant summer storms historically <br />experienced in the northern suburbs, and the need to keep <br />the sirens operational for public safety purposes. <br />Councilmember Kough opined that the sirens were tested <br />monthly and could be repaired in a timely way as needed. <br />
