City Council Regular Meeting —12/19/OS DRAFT Minutes - Page 10 Councilmember Kough presented numerous items for individual consideration: 1) Kough moved, Schroeder seconded, to amend the 2006 Budget to rescind funding for the community survey ($30,000). Councilmember Maschka expressed frustration with wasting time on these items; opining that a future City Council will make determinations at the appropriate time. Councilmember Maschka opined that a community survey was a necessary tool in determining citizen interpretation of services provided and for the visioning process. Councilrnember Schroeder spoke in support of the motion, opining that staff would proceed with the survey immediately without the City Council's adamant elimination. Mayor Klausing spoke in support of the motion; while opining his agreement in the need for a survey. Councilrnember Schroeder opined that the funds in the Communication Fund would be better used in fixing the electrical short above the dais and in continuing to improve the cameras in the Council Chambers. Roll C all Ayes: Kough; Ihlan; Schroeder and Klausing. Nays: Maschka. 2) Kough moved, Schroeder seconded, delaying upgrading of one warning siren ($16,000). Councilmember Maschka spoke in opposition to the motion; noting the significant summer storms historically experienced in the northern suburbs, and the need to keep the sirens operational for public safety purposes. Councilmember Kough opined that the sirens were tested monthly and could be repaired in a timely way as needed.
