Goal-Setting, Team-Building & Community Visioning Process January 9,2006 Team Building h Process Over the past 15 years, the City Council has used various approaches toward strategic planning, team building, and community outreach. These have run the gamut from no ef- fort at all to a consultant-facilitated, off-site effort. In between those two extremes, we have invited in chairpersons of citizen advisory commissions and/or department heads to par- ticipate in a discussion of City goals with City Councilmembers. Last year we followed up with priority ranking forms that Councilmembers were asked to complete; the results were aggregated and reported back to the Council. Based upon a search of City Council minutes, here is a brief overview of the City Council's history of formal strategic planning and community outreach over the last 15 years: + 1990: John C. Buchanan does one-day goal-setting with City Council ■ 1992: Carl Neu and 200 residents do nine-month long "VISTA 2000" community vi- sioning process ■ 1994: John C. Buchanan does one-day team-building and goal-setting with City Council ■ 1996: John C. Buchanan does two-day team-building and goal-setting with City Council + 1998: Community Survey by Decision Resources, Ltd. ■ 2000: Jim Brimeyer does two-day team-building and goal-setting with City Council * 2001: Suzanne Sission does two-day team-building and goal-setting with City Council � 2002: Carl Neu does two-day strategic planning and team-building with City Coun- cil The purpose of this RCA is to offer team-building, goal-setting, strategic planning, and vi- sioning options for the City Council's consideration. 11. OBTECTIVES The primary objective of all these planning and community outreach efforts is to help the Council provide overall direction for the City.
