3. Consultant-Facilitated Process. <br />Under this option, a consultant would be brought in to help with one or more of the follow- <br />ing: <br />• Community Survey <br />• City Council Team-Building, including Work Style Analysis <br />• City Council Goal-Setting and Strategic Planning <br />• Community Visioning <br />a. Pro. Professional facilitators do this for a living, and other city councils, county com- <br />missions, school boards, state agencies, and private businesses report positive, helpful re- <br />sults. <br />b. Con. Can be time-consuming to attend special sessions in addition to regular City <br />Council meetings. There is a cost that will vary depending on the scope of the consultant's <br />engagement. <br />IV. OTHER CONSIDERATIONS <br />You will remember that last year the Council rejected funding for a community survey and <br />strategic planning in the 2006 City budget. However, it is the Council's prerogative to <br />amend, or not, the 2006 budget to appropriate money from the City's Communication <br />Fund - which consists of cable TV franchisefees not property tax levy dollars -- to pay for a <br />professionally facilitated strategic planning process, a community survey, or other com- <br />munication efforts. All these activities represent appropriate expenditures from the Com- <br />munication Fund. It has been 7 years since the Council sponsored a community survey. <br />Additionally, it has been 13 years since the Council sponsored a community visioning proc- <br />ess -- "Vista 2000." Attached is a marked-up version of the final VISTA 2000 Report. Text <br />in red indicates those portions of the VISTA 2000 Report that Department Heads indicate <br />have been accomplished. (And some of the red text describes how the recommended ac- <br />tion was accomplished.) You could ask the same consultant who helps you with team- <br />building and strategic planning (or a different consultant, if you wish) to help the City <br />Council organize and conduct a community visioning process. Again, funding could come <br />from the Communication Fund. <br />V. REOUEST <br />City Council direction about your desires respecting goal-setting, team-building, and com- <br />munity outreach. <br />��� <br />
