o Strong management, promotion, education, and incentive programs to influence source <br />reduction, reuse, recycling, and material substitutions. <br />o Require container deposit fees and encourage returnables to discourage litter. <br />o Establish recycled content standards for products procured by the City (e.g. copy paper, <br />building materials). <br />o Evaluate currently known sites that use or store hazardous materials, and determine <br />compliance with Federal and State laws regulating same. <br />o Sponsor entrepreneurial programs to develop markets for recycled materials using <br />available State and Federal "market development" funds. <br />o Increase the number of outdoor trash/recycling containers in public areas, especially <br />adjacent to sources that produce litter. <br />o Establish collection points for household hazardous waste items, such as household <br />batteries, where such points are not now available. <br />To develop strong environmental awareness and education programs for Roseville's citizens and <br />policy makers. <br />o Use educational materials and programs to elicit citizen support and involvement. <br />o Encourage educational programs aimed at our young people. <br />o Review and monitor environmental curriculum and participation by Roseville district <br />students. <br />o Increase program scope and usage of Harriet Alexander Nature Center, particularly <br />collaborative programs with the School District. <br />To develop programs which encourage energy and water conservation by residents, commerce and <br />industry. <br />o To establish building code requirements, both residential and commercial, that encourage <br />energy conservation. <br />o Cooperate with Neighborhood Energy Consortium (N.E.C.) programs in St. Paul and their <br />energy programs. <br />o Develop water rates for residents and businesses that encourage water conservation. <br />o Designate adequate bicycle lanes on all roadways. <br />• To establish a standing Environmental Monitoring and Review Committee to advise the City of <br />Roseville on environmental issues. <br />\commdev2\Comprehensive Plan\12 Appendicies\03_Goals and Policies\2002 updates\VISTA 2000 Report.doc <br />Vista 2000 Report Page 24 of 24 <br />
