City Council Regular Meeting —12/19/OS <br />DRAFT Minutes - Page 18 <br />Council's role to review positions; and that staff had <br />provided the opportunity to review the position, and had <br />recommended a creative way to continue doing business at <br />a reduced cost. Councilmember Schroeder further opined <br />that it was the City Council's job to approve staffs <br />suggestion. <br />Councilmember Ihlan defended her interpretation of the <br />City Council's role in creating or eliminating positions; and <br />expressed disappointment that the motion was apparently <br />going to be voted down; and opined that a significant <br />policy discussion was needed. <br />Councilmember Kough expressed support of the HRA and <br />Ms. Bennett's work; but spoke in support of the motion to <br />allow time for evaluation. <br />Councilmember Maschka spoke in opposition to the <br />motion, noting that the City Manager, in his appropriate <br />role, had already performed an evaluation of the position <br />and had provided a recommendation for potential <br />improvement and cost-savings. <br />Roll Call <br />Ayes: Maschka; Schroeder and Klausing. <br />Nays: Kough and Ihlan. <br />Motion failed. <br />6.b Approve 2006 HRA Tax Levy <br />Maschka moved, Schroeder seconded, adoption of <br />Resolution No. 10366 entitled, "A Resolution Submitting <br />the Housing and Redevelopment Authority, in and for the <br />City of Roseville, Special Property Tax Levy on Real <br />Estate, to the Ramsey County Auditor for the Fiscal Year <br />of 2006;" in the amount of $288,895.00. <br />Ihlan moved to reduce the proposed HRA Levy to the <br />funding level that existed prior to creation of the HRA; <br />essentially for provision of funding for participation in the <br />Housing Resource Center; and whatever additional monies <br />are necessary to continue the annual Home and Garden <br />Resolution 10366 <br />2006 HRA <br />Tax Levy <br />
