City Council Regular Meeting-� 12/19/OS DRAFT Minutes - Page 27 Maschka moved, Schroeder seconded, adoption of Resolution No. 10367 entitled, "Resolution Authorizing the Acquisition of Certain Property for Public Use by Right of Eminent Domain." Councilmember Ihlan resumed her opposition to the proposed motion and reiterated her reasons for opposition. Ihlan moved, Kough seconded, renewing a motion to table action until January of 2006. Roll Call Ayes: Kough and Ihlan. Nays: Maschka; Schroeder and Klausing. Motion failed. Mayor Klausing spoke in support of the original motion; opining that discussion had been ongoing over the last two years; there was no hint of rushing anything through; and the entire process had been long and laborious. Mayor Klausing recognized the varying opinions regarding eminent domain; but opined that when he looked back on his tenure as Mayor he was confident that an economically depressed, contaminated area that jeopardized Langton Lake had been revitalized with a new commercial and housing tax base; and would prove to be the essence of what acting in the best overall public interest represented. Councilmember Kough spoke in opposition to the motion; opining that it was premature to make a decision at this time; expressed concern about the land being purchased for speculation and potential loss of federal funds; and that it may possibly open up the City for additional litigation. Councilmember Schroeder opined that it was the job of a Councilmember to listen to the city as a whole, not just a vocal majority; and to listen to and look at the public good as a whole; considering the future evolution and creation for the end product. Councilmember Schroeder questioned what the definition was of a"lame duck" Councilmember; instead interpreting his term of office not expiring until the new Councilmember took office; and opined that it behooved him to complete the task he'd been
