REQUEST FOR CITY COUNCIL ACTION
DATE: 01-09-2006
ITEM NO: 3.h
Department Approval: . T;7-.i t , xti til: Agenda Section:
f]1'.'l]1 • C'lll: L
t [ry iast. fii fa, tia re enai OD
[_] BACKGROUND
I I Attached is a draft annual service agreement used with the City's electrical inspection
contractor. Six cities [Roseville, Arden Hills, Little Canada, North Oaks, North St. Paul
and Shoreview] are contracting with Tokle Inspections, Inc. and have developed a
similar contract for services.
I The proposed service contract with Tokle Inspections, Inc. and Peter Tokle includes a
requirement that the contractor updates his insurance schedule, provide an annual report
and carry an electrician's license. There are changes in the permit fee structure to account
for inflation. Electrical permit fees last increased in 1995. The City passes these costs of
doing business on to the building contractor as part of the building permit charges. The
City retains 20% of the electrical permit fee, passing the remaining 80% on to Tokle
Inspections, Inc.
I The Council annually considers this service contract at the last regular meeting of the year
and accepts any comments from the applicant or interested persons.
?.IM STAFF COMMENT
f7 The staff has reviewed the alternatives, particularly jointly hiring a contractor, or adding
another inspector to handle electrical and some building inspection activities. While this
may pay for itself, there is o guarantee that building levels will be as high as previous
years and there is a shortage of good, experienced and certified electrical inspectors. The
staff recommends that this alternative is premature. This alternative should be evaluated
annually as the service contract comes up for review in December.
-] STAFF RECOMMENDATION
I The staff recommends approval of the 2006 one-year service agreement with Tokle
Inspections, Inc. to be reviewed annually in December.
;, The staff recommends the approval of the current (2006) Electrical Inspection Fee
Schedule, shown as "Attachment A" to the Seivice Agreement.
ElectContrRCA-2006-010906 Page 1 of 2
