On the opposite end of the spectrum, we could see local franchise authority disappear altogether, <br />as a means of keeping a level playing field. In this scenario, the City could potentially lose all <br />franchising revenues which currently amount to $215,000 annually. This not only would impact <br />the City's Communication function, but may also impact the ability of the City to require local <br />cable tv providers to provide public, educational, and governmental access content to <br />subscribers. In addition, future access to the Institutional Network (I-Net) on the part of the City <br />may also be restricted or eliminated, potentially jeopardizing our ability to work cooperatively <br />with other area municipalities in a cost-effective manner. <br />Final Comments <br />— There are a number of local government professional associations (such as the League of MN <br />Cities) that are actively representing the interests of the City of Roseville in this matter. Similar <br />— efforts are being done at the national level as well. <br />Again, it's too early to tell whether any changes in the City's regulatory role will take place. <br />Staff will continue to provide the Council with further updates as new information becomes <br />available. <br />� <br />
