Planning Commission Chair Mark Traynor and Vice Chair Mary <br />Bakeman will be present to provide background on the proposed upcoming <br />comprehensive plan revisions. Goal setting and planning are an integral part of each city's <br />(and corporation's) responsibility for its long term prosperity. By 2008, all communities <br />in the metro area must submit an up-to-date comprehensive plan to the Metropolitan <br />Council for review and approval. Roseville last submitted a major update in 1998, but has <br />been annually or biannually keeping the document up to date. <br />1_� Alternative 1: Previous comprehensive planning efforts have begun with citizen <br />involvement programs including a Council and citizen visioning process to identify what <br />are the maj or issues for the community in the next 10 years and what direction should the <br />community take. The Council bas not decided how that process will be accomplished — <br />and if so —when. Since it is normally an integral part of the comprehensive planning <br />process, the Commissions, Boards, and staff are awaiting Council direction prior to <br />plunging into the "community planning" issues. This planning process could take <br />anywhere from 1 to 2 years to complete. <br />1�� As Alternative 2, the Council could inform the Commissions and Boards that n_� <br />comprehensive planning should be undertaken this year, pending the outcome of the <br />Council's visioning, team building and goal setting (and other studies the Council <br />initiates). The city-wide land use and infrastructure planning process would then begin in <br />late 2006 and end by December of 2007. <br />1_� As Alternative 3, the Council could decide to disconnect the Council-Community <br />visioning and goal setting from the land use, parks, housing and infrastructure planning <br />processes. The Council would then direct the Planning Commission and staff to simply <br />submit the answers to the Metropolitan Council System Statement document with the <br />existing comprehensive plan (in which the statistics are kept current by the staf�. <br />�.� SUGGESTED COUNCIL ACTIONS: <br />=.1 Invite Commission Members to provide background.
