Public Hear�ng for Raselaw�n Avenue Street Reconstruct�on Projec� Public Works D�rector Duane Schwartz and Czty Engineer Debra Bloom presented general information regarding construc�ion, standards and assessments �hat would app�y fo�r this joint project o� the Cities o� Rosevill� and Fa�con �-ieights. Ms. Bloom no�ed �hat Rose�awn was a£o�me� Ramsey County road and had reeent�y been �umed back. Ms. Sloom noted that Ramsey County wou�d participa�e in the cost sha�re �o� �econstruction, w�th �he z-emainder to be shared on a Sa°/a-50% basis between �he tr�o cities. Ms. Blaom re�erenced the recently-distributed Feasibility Report for the Roselawn Avenue Reconst�uetion Project; recen� neighborhood inpu� and informational meeiings. Ms. Bloom further reviewed road alignment, park�ng, sidewalk and storm water z-ecommendations; along wiih finaneial implicaiions and the cos� estimates and aptions for the Falcon Heights and Rosevzlie sha�res xespectively. Ms. Bloom reviewed the City's current assessmen� policy; wi�h staf� recommending that the City proceed with Optzon B as outlined in the Requ�st far Counci� Aciian dated January 9, 2006; using �he centerline length o� Roselawn Avenue, at an estima�ed assessmen� ra�e o� $28.05 per foot. Ms. B�oom nated that th�s wou�d be consisient wzth th� areeent �outh Owasso Boule�ard pro�ect and would b� in keeping with past practice. Ms. B1oom reviewed potential assessmeni de�erra� cri�eria; and noted that the individual replacement of sanitary sewer ��nes and driveway� could be incorporated into the p�oject at resident co�t. Ms. B�oom outlin�d funding, including State Azd (M�A} costs; Ramsey Caunty cost share; assessments (at 4ption B) and utilily funds �or water infrastructure replacemen�. �s.
