(Bonestxao, Rosene, A�zderlilc & Assoeiates} has req�ested appxoval of t�e <br />VACATION o� certain PUBLIC EASEMENTS, PRELTMINARY & FINAL PLAT <br />approval for their prop�riy, and � 1 Q foot VARIANCE frorza Section 1005.01 and 1007.01 <br />of the RoseviIle City Code. <br />4.2 The pro�aosed actions a.re precipitafied �y Bonten, Tne. desire to redesigrz the exist�ng <br />storrn vvater pond that �ics hetween the two existi�g of�'ice builc�ings; �Ii the narrowest <br />partion af the pond and install iwo box cuiverts to connect the separated ponds; and <br />construct a four sta�y office �uildiz�g over the bnx cuiverts (new o��ce buildiz�g to <br />connect the existing struc�ures/campuses) a�zd witk�in the publie ease�ent. <br />4.3 Three a�f�e e�istzng parc�ls addressed as 2361 Highway 36 West have a Cozz��arehensive <br />Lan� Use Map designa�ion o��, �nc�.usirial and a zoning desigr�ation of I-1, Light <br />Tndustrial. The e�isting S lo�s addressed as 2325, Hig�way 36 West and 2357, 2335, and <br />2369 �'u�hat�a Str��t, �ave a Comprel�ensive Land Use IVtap designation of B, B�siness <br />and a zoning designa�ion p�'B-4, Retail Of�ce �ervice Distriet. <br />4.4 Na�ih of s�bjeet praperry is Ternes-B�on (manufaciur�ng/�i�ht assembly} , zoned Lighfi <br />Industrial; south is the Service Road and �nterstate 35W; east is the Roseville West <br />Building (o�'�ce), zoned Retail Office Serviee District; and west is Northstar �inancial <br />Farms (prin�z�ag}, zoned Light Iz�dustarial. <br />4.5 The process to a���w Ban�en, Inc. to praceed with their request is complicated and <br />requiarES a s�ecifie s�q�tence of events to occur. Speci�ca�ly, the Public Wertrs <br />Department wil� not suppoart t�e VACATION of EASEMENTS a�less i� is coanfdent <br />fhat the valume af t�e pond w�11 z�ot c�ange. The pand is a p�ri af the Ci�,y's <br />Compre�ensive Storm Water Management PIa�: a�d it is ixnperative to the s�s�em <br />that tbe po�d's exist�ng capac�ty not be compromised. A cha�g� in t�e capacity h�s <br />�he pot�nEial to cause flaoding upstreaa�n or dawnstream. To e�surc that the <br />proposed redesi�n vvilr nnt impact other prope�ties, t�e Ciiy hired SEH, Inc. to <br />coua:p�ete a rev�ew of the pond modeling and redesign provi€�ed by Bonten, Ine., <br />whieh review eo�ncluded suppc►rt for the projeet.
