The parCcs and recreational <br />facilities fihat we enjoy, fihe streets, roads, and highways fha� w� travel, the <br />financ�al resenres that sheiter taxpayers from the ups and dowr�s of sta�e <br />support for local government, and the schools t�at teach our children did <br />not g�-ow fio meet the n��ds of aur communi�y by happenstance. �nst�a�! <br />the success and v�tality of Rose�i!!e have been planned and the plans were <br />followed to achieve the desired outcome. <br />Ton�ght, an bet�al� af �he Ro�eville Citizens League, I cal� on ea�ch of you to <br />provide yvur �u�! support to �he generation of a lang�range plan reflecting <br />e�rtensi�e ci�izen €nvol�ement. The long range planning process may be <br />calied �isioning or strategic planning, bu� I prefer to focus on the result <br />which might be appropr�ately named VISTA 2Q20, as i� will cer�ainly require <br />clear vision and should include planned developmen#s in Ros�vifle through <br />the year 2020. A VISTA 2020 pian must be ou� highesi prioritjr, more <br />important than the city check regtster, more impa�tant than the <br />maintenance schedule for cify vehicles, and even more import�r�� than <br />fu�the� discussion ofi the first phase of the Twin Lakes development. <br />i ur�derstand fihat the Metropc�litan Council wiil require an update of th� <br />comprehensi�e plan for R4sev�!!e befor� 2A08. Ideally, a City Council <br />approved V�STA 2020 plan wouid precede �he update ofi the pian pro�ided <br />to �he M�t Gouncil. Howe�er, the V1STA 2020 process must include <br />extensive communi�y input. The generation af a c4nsensus viev+r of the <br />future afi our community wilf require considerable time and tne best e�forts <br />af many communi#y leaders. <br />The proposed compreh�nsive p�an revision process is probably appropriate <br />given the �ime cons�rain�s and avaifab�e time staff resou�ces, but this <br />should not pre�ent or delay the visioning �or Vista 2020) pr�cess.
