4.0 REVTEW of REQUEST: 4.1 Minnesota Law requires metrapolitan eommunities to provide for the calIeciian of HHW, for which Ramsey County has pravided said coilection service to Co�nty residents sitzce September 1991. In Roseville #here has been a satellite site lacated aIong the 1700 block of Kent Street since 1992. 4.2 In July of 1992 the City of Roseville grant�d Ramsey County a two-year IUP that alIawed HHW collectian to accur during September azad 4ctober of 1992 and 1993. The City garanted ar�other two-year IUF %r the site in July of 1994 and HHW coll�etion took place during September and Octol�er of 1994 and 1995. In May af 1996 ihe City grantect Ramsey County a fi�e-year IUP and the site l�as operated one or two manth-long periods each year since 1996. 4.3 In May 14, 2001, the City Council approved a 5 year IUP, subject ta an annual administrative review with the submittal of a siaff report to Planning Commissinn and City Cou�cil as necessary. 4.4 Section 1012.09A states: The City Council may autharize an interim �zse permit of properiy. Interim use may not be consisfient with the land uses designated on the adopted Lanr� Use Plan. They may also fail to meet aIl ofi the zaning standards e�tablished far the district within which it is locatec�. 4.5 Section 1 Q 12.09B states: The City Cnuncil may attach conditiQns to interim use perrr�its. In reviewing interim use permit appiicaiions, the City will es�ablish a specific date or event that will �erminate the use on the property. The Council will also determine that the approval of the interim use woulc� not resuit in adverse effects on t�e public health, safety and general welfare, and that it will nat impose additional costs on ihe public if it is necessary %r the public to take the property in the £utuxe. 5.Q STAFF COMMENT: 5.1 The HHW site will cansist c�f a waste collectian area, vehicle queuing area, and an �xit area. The site includes a reinforces concrete slab measurir�g 18 feet lang and 3 S feet wide that is surrounded with asphalt. The concrete siab is epox� coated ant� designed for spill containment. The site has security gaies at both the entry and exit. 5.2 An earthen berm borders the site to the south and ea�t. The area to the west k�as a slight eleva#ion befare becoming the cernetery property. The area to the north is a repasitory for the County Public Works Division. 5.3 A poztal�le sign displa�ing ihe site nperating schedule and telephone nu�nber far the HHW program would be posted an the site duaring each rr�onth long collection period. S.4 The hours of opearatzon are praposec� at seven hours per day on Fridays and Saturdays during the two-month iang period begiz�aning in June.
