�q05 ANNUAL REPORT <br />for the RAMSEY CQUNTY NQU��Ht�LD HAZARaC7US WASTE (HHW) <br />SEAS4NAL C4LLECTI4N SITE tN R�SEVILL.E, MN. <br />a# KENT STREET �near LARPENTEUR A1lE.) <br />Ramsey County's seasonal HHW co�iecrion sit� on Kent St. near Larpenteur Ave. is designed to <br />prn�v7ide canven�ient access to those residents of Rosevil�e and surro�nd�g eorrununities who <br />seek to p�op�r�y manag� their unusable or unwanted hazaz�dous household products. This <br />report p�ravides a descriptive respons� tca sever� cc�nditzons of the current Interim Use Permit, <br />which �Ygires in May af 2fl06. � <br />Permit conclition #1: The Interim Use Permit be extended for five years, wxth Ramsey <br />County reporting annually to the Plannuig Com�ssion and �ity Council. <br />Site_ D_e_script�on, The seasonal HHW site in Roseviue fs located on County-owried property <br />east af Kent Stree� and just narth af Larpenteur Avenue, and has operatec� und�r a City <br />interim u�e perir�it since �992. The site consists of a 18-�oot by 38-faat reinforced concrete <br />slab surrounded by an asphalt apron. The slab is se�led with an epaxy �aating and <br />designed for spill eontainment. Secu.rity gates are lo�ated n�ar th� sit� entranc� and eaLit <br />al.ong Kent St An earthen berm borders the site ta ihe south and east. The gates are closed <br />an€� locked �vhen the site is not in oper�tion. <br />anerations. Uuring 2005 the Roseville HHW sa�ellite site was apen on fnur Frid�ys and fnur <br />Saturdays during ,�une, from June 3�' [hrough ,�une 25��. Sifie houxs were �ridays %rom 10 am <br />until 6 pm, and 5aturdays �rom 9 am until 4 pm. Bay West, Inc. aperated the site pursuant <br />to a contractual agreement with Ramsey County, the Roseville permit, an�. an aperations <br />manual wri�ten by the Minnesota Pollutic�n Control Agency. Bay West staff are trained to <br />respond to spills and other emergencies, and must notify the 5aint Paul - Ramsey CounCy <br />Uepartment of Public Health, Enviranmental Health Section, in the e�vent of any site <br />ernergency or unsch�duled elosure. The Ciry of Raseville Fire Marshal an€� Police ChieF each <br />received a copy af the site emergency contingency plan p�ior to the site opening. <br />Participants were instructed to pasitiaz� vehicles over Che concrete slab and to turn aff the <br />engine sc� as to allow safe and easy remo��a� of waste by Bay West technicians. W�ste <br />cont�iners were placed directiy into plastic tubs, and then into drums or other c�n�ainers <br />inside Bay West`s waste hauling veh�cle. Gasoline and simiiar solv�nts were poured intv a <br />grounded 55-gallon drum on site. At the enc� of each operating day, ail. waste was hauled to <br />Bay �Vest's �acility in Saint Paul {at 5 Ernpzre Dri�ve, just north of the State Capitol) for <br />fi.irther processing. <br />Spills• Ta help ensure safe site operations, staff from the Environmental Heaith Sectian <br />conducted reguiar si.t� visits du�ing the 2QOS aperatzng period. These visits inc�uded <br />assessm.ents af waste hand�ing practices, ma�erials and procedures for spill cor��ac�ol and <br />cleanup, a�d a areview of the site safrety pZan. The presence �a� t�ained and experie�.ced staf� <br />and use of z�urr��rous safety precautions (e.g., using plastic tubs as secondary containment} <br />h�ve resulted� in safe and efficient haz-�dlUng o� hazardous material o�: s�te. The visits <br />i�r�.dicated tha� Bay West cantinues to o�erate the site in a sa�e and satis�actory rnanner. <br />Site Use. Aga�in this year, Ramsey Caunty was ab�e to �gorously pramote the HHW site Ct� <br />residents �in t�a.� Czry of Roseville and nearby communities. The use of direct mail n:atfces, <br />alc�ng with I-��3W gragraz� iiz�fQZ�z�natian prominen�iy di.splayed in the City's newsletter, <br />created a stroz�g awareness o�t ou� servzces.
