City of Roseville <br />Ordinance No. <br />An Ordinance Establishing <br />lnstan� Runoff Voting far Speciaf Elections <br />1 T'H� CITY O� ROS�VILLE ORDAINS: <br />2 S�CTION 1: <br />3 ihe Cifiy af Rosevill� shalE conduci Special �lections using Instan� Runaff Voting <br />4 as a mear�s for electing a mayor or member of the Roseville City Council, if there <br />5 are three or more candidates far ihe �acani office. <br />b The City finds that it [s in t1�e public interest to ha�e an efficient and economica[ <br />7 process for special elections that allows a majority winner to be determin�d <br />8 without a primary electian. <br />9 S�CTION 2: <br />10 The election shall be conducted in the failowing manner: <br />11 (a} For the p�rposes of this section: (1) a candidate shall be deemed <br />12 "continuing" if the candidate has not been eliminated, (2) a ballot shall be <br />13 d�eme� "cantinuir�g" if it is nat exhausted, (3) a bailot shall be deemed <br />I4 "exhausted," and not caunted in further stages of the tabulation, if all of the <br />I 5 choices have been eliminated or there are no more choices indicated on tl�e <br />I6 ballot. If a ballot gives egual rank ta two or more candidates, the baElo� shall be <br />17 declared exhausted wher� such multiple rankings are re�ched. [f a voter casts a <br />18 ballat but skips a rank, th� voter's �ote shall be transferred to i}�at voter's next <br />19 ranlced choice. <br />ZO (b} If a candidate receives a majority of the first choices, that candidate shall <br />21 be declared elected. If no candidate receives a majority, the candidate wha <br />22 received #he f�wesi first choices shall be eliminated and each vote cas� for �hat <br />23 candidate shall be transferred to the next ranked candidate on that voter's ballot. <br />24 If, after this transfer of vates, any candidate has a majority of the votes from the <br />25 continuing ballots, that candidate shall be dec[ared e►ected. <br />26 (c) If no candidate receives a majority of va#es from the cantinuing bailots after <br />27 a candidate has been eliminated and his or t�er vates have been transferred to <br />28 the next ranked candidate, the continuing candidate with the fewest �otes from <br />29 the cantinuing ballots shall be eliminated.
