City Council Regular Meeting — 02/13/06 <br />DRAFT Minutes � Page 8 <br />[8.1] <br />Kough moved, Ihlan seconded, adoption of Resalution No. <br />10375 entitled, "A Resolution Approving a Five-Year <br />Extension to �he Existing Interim Use Permit for Ramsey <br />County Departm�nt of Public Health and First Satellite <br />Household Hazardaus Waste Site (PF 36b3)." <br />Roll Ca�l [S.1] <br />Ayes: Kough; Pust; Ihlan and Maschka. <br />Nays: None. <br />5. Consider Items Removed from the Consent Agenda <br />Approve S�rvice Agreem�nt for Economic Developanent <br />Services with Janna King (former Consent Item 4.f} <br />Councilmemb�r Ihlan opined that if th� City Cauncil were <br />going to outsaurce for consulting searvices �or Econamic <br />Development Services, she sought to �reeze hi�ing for the <br />Economic Development Position on any level, pending <br />further study. <br />Ihlan maved, Kough seconded, to freeze hiring for the <br />Economic Deveiapment posiiion on any �evel; to further <br />study whe�her the position should be rehired. <br />Councilmember Ihlan spoke in support of the motion, <br />apining that these proposed agreements, and the upcoming <br />Twin Lakes Consulting Services agr�ement, provided <br />services in the shart-term, and supported a temporary hiring <br />freeze to provide time far further study af the posrtian and <br />department needs. <br />Mayor Klausing arrived at this point, and Acting Mayor <br />Maschka turned the gavel over �o Mayor Klausing; at <br />approximately 6:57 p.m. <br />Cauncilmember Kough spok� against the motion; and <br />opined �hat he was not willing to contract out for all <br />T�HW Si�e <br />Kent & Larpenteur <br />Ttems Removed <br />from the Consent <br />Agenda <br />Service Agreement <br />Economic <br />Development <br />Services, Inc. <br />Janna King <br />
