City Cauncil Regular Meeting — 02/13/06 <br />DRAFT Minutes - Page 10 <br />Associate position to be brought up to speed during the first <br />six manths c�f ti-a�ning and initiation inio the department. <br />City 11�anager Seets noted that both support contracts, <br />Agenda Items 4.f and 4.g, were paid aut of building permit <br />and plan review fees, not tax manies. <br />Further dlscusszon 2ncluded �he portion paid by the RVA <br />and mutual use of data and statistics by the RVA and the <br />City. <br />Counci�membear Pust sought clarification of any items that <br />were part of Cathy Bennett's former jab descripiion and <br />those items specific to Ms. King's proposal. <br />Mr. Welsch responded that Ms. Kzng provided training to <br />Ms. Bennett an a number of items addressed in the <br />consulting contract, and would serve the same purpose with <br />the new Assaciate positian. <br />Councilmember Pust asked how staf� determined when <br />Reque�ts for Proposals (RFP's) were utilized and haw <br />these consulting contracts were bid. <br />Mr. Welsch advise that, due to the minimal amount of the <br />consulting contract, the specific expertise sough�, and the <br />time consuming process for issuing RFP's, staff determined <br />that it was mor� prudent not �o issue RFP's for minor <br />consulting contracts. Mr. Welsch identified Ms. King's <br />aecelerated learning cu�-ve with her past community <br />experience; and th� stable support provided through her <br />expertise with targeting marketing da�a; and general <br />business strategies, as welI as Iegislative activity updates <br />and pot�ntial impacts to the business community. <br />Rall CaII <br />Ayes: Kough and Ihlan. <br />Nays: Pust; Maschka and Klausing. <br />Mo�ion failed. <br />Maschka maved, Pust seconded, appraval of the 20a6 <br />
