4.0 REVIEW of REQUEST: <br />4.1 Mr. Zheng seeks approval from the City Council to divide his existing 32,SS6 sq. ft. lot <br />into Iwo parcels and to remove the existing 1940's home and construct a new hame for <br />himself and sell the additional parce�. <br />4.2 Section 1104.04E {Three Pareel Minor Subdivision) states: W�en a subdivision creates a <br />total of three (3) or less parcels, situated zn an area wher� public utilities and street rights <br />af way to serve the proposed parcels already exist in accordance with City codes, and no <br />further utility or streei extensions are necessary, and the new parcels meet or exceed the <br />size require�nents of the zoning code, the applicant may apply for a minnr subdivision <br />approval. A City Council public �earing, with notice to property owners within 350 is <br />required. <br />4.3 Section 1004.016 {Residentia� Dimensional Rec��irements) establisk�es the minimum lai <br />stanciards fQr residential parc�ls, which includes: an SS foot minimum width along a <br />public ri�ht-of-way; a 110 foot minimurr� depth; and 11,000 minimum square feet. <br />4.4 Section 1143.06A reads that the cnini�um lot dimensions in subdivisions designed for <br />single family detached dwelling cievelopments shall be 85 feet wide a� the established <br />building setback line and on out�ide curvatures. <br />4.5 Section 1103.06F states: Side lot lines s�all be substantially at riglat angIes or radial to the <br />street lin�. <br />4.b The property �ocated 2291 County Road B is a 33,556 sq, ft. corner lot with a lengt� oi <br />�SQ feet along County Road $ an.d length of 235 fee� along Fulham Street. The proposal <br />r7vould split off a portion of the rear {north) of the existing parcel creating a 90 foot wide <br />by 150 foot deep (16,492 sq. �} PARCEL "A" and a 134 foot wide by 15Q feet deep <br />(20,238 sq. ft.) PARCEL "B" — a corner lo�. Each parcel will meet or ex�eeds all City <br />(nt size requirements and is consistent with the Comprehensive Land Use Ma� <br />designation of Low Densi#y Residen�ial. This project, if ineasured on a�nits-per- <br />acre bas�s wonld allow for less than 3 units per aeres. <br />4.7 Th� Zhetag praperty is located in Comprehensive Planning District 11, where it is <br />designated as Low Density Residential {LR} allowing up fio %ur units per acre a�ad is <br />zaned Single I'amily Resideniial District (R--1). <br />4.8 No n�w stareet ar utility construction is necessary to serve the proposed division. Sewer <br />anci water laterals are necessary far the vacant developable parcel and a new driveway <br />access on to �'ulham Street wiil need to be appraved by the Rosevi�le Public Works <br />Departmen�.
