The financial cnntributions of the partias in support af the Commission shal! be in direct prapor�ion to the numt�er of votes �a which the director representing the rnember fln �he Corr�missior� is entitied. The initial con�ributian af each rr7�mber for the remair�der of cafendary year 1980 shal€ be $1,Oq0.00 per vote on the Cammission. The initial contrib�tian shalf be paid n�r or before August 1, 1980. This amaunt shal� be used in part by the Cammission to pay afl cnsts and expenses incurrec� by the City of Roseville ii� tf�e es�ablishment of the Cammission. Member cnntrib�tinns �ar s�ibsequen� years, if any, shall be establi5hed as hereinaiter provicled. Section 4. A pra�osed budge� far t�e ensuing caiendar year sl�all be �orrr�ulated by t�e Carr�missian and submitted to the mernbers on or before August 1�aeg'snning in 195�. 5ucf� budget shali [�e deemed approved by a member unless, priar to October 15 preceding the effective date of the propflsed i�ucSget, the mernber gives notice in writing ta the Cornm€ssior� that it is withdrawing frorr� the Commissian.
