City Counci� Reguiar Meeting — 02113/fl6 <br />DRAFT Minutes - Page 27 <br />Mr. Kennedy once ag�in revieu�ed tk�e proposal of �nstant runoff <br />voting far special municipal elections for the City Council and <br />public edifica�ion. <br />Mayor Klausing ques�ioned whether current state law wauld <br />allow Roseville, as a Class B City, to have instant runoff <br />e�ections. <br />Mr. Kennedy no�ed current campaigns in the Cities of <br />Minneapalis and Hopkins, bath Charter Cities, to amend �heir <br />charters to eliminate primary el�ctions. <br />City Attorney Anderson confirmed Mayor Klausing's <br />observatians regarding the differences in Charter and Siatutory <br />Cities; existing s�ate law; and potential susceptibilities of the <br />City t€� liiigation over election processes. <br />Mayoar Klausing no�ed that, two years ago when ihe City Council <br />first considered this option, a resolution was passed indica�ing <br />the City's eonsideration af a runoff election process, should the <br />state adapt one. Mayor Klausing qu�stioned why the City <br />Council would cansider adopting an ordinance until �he Siate of <br />Minnesota had adopted legislation; noting the creation of <br />po�ential inconsistencies between Ci�y Ordinance and State <br />Statute. <br />Councilmember Ihlan defined whether the Ci�y Council was <br />being asked �o eonsider �he ordinance alane, or taking of <br />ini�iative for �he legislature to grant authority to �ocal <br />government far this option; and expressed her support for taking <br />both actions. <br />Mr. Kennedy noted his pre�erence to ask the legislature to pas� <br />legislation authorizing any municipality to use this aption if they <br />chose to do so, apining �hat if we dan't have cities who want to <br />do it would be hard to motivaie the Iegisla�ure ta do it. Mr. <br />Kennedy advised thai his intent wa� ta try to g�t the legislature to <br />allow for this; that nu law on books prohibi�ed it; and that on�y <br />technical questions presented a potential challenge. <br />
