(William E. <br />Hudsan); Ce��ter for Poliey, Pianning, a�d Performance (Barbara Rayej; Neu az�d Cozx�- <br />pany {Carl Neu); Don Salverda and Associates. <br />This memo recnn�mends the City retaiz� �arbara Raye of the Center foar �'olicy, I'lar�ning, <br />and Performance. <br />II. ANALYSI� <br />Ms. Raye ied the community outreach process for the HRA �ast year, �ar which there <br />seemed to be nearly unanimous praise ��roz� al� concerned. 5he is locai. She xnfiervzews as a <br />very respectful and intelligent person who is skiiled at irnproving the effectiveness of <br />groups. Her praposal is comprel�ensive bu� cost-effective. <br />Specifically, Ms. Raye proposes individua� interv�ews wiih eaeh cou�zcilrnexnber. That <br />gives �ach of yau a chance to share information, including opportunities for improvement <br />or concerns. She would �se four d'zffezent assessment instruments, which should hel� us <br />learn more abauf how �re each gather and �roeess i�zformation, communica�e, and make <br />decisians. <br />Ms. Raye's propasal is sub-dividable, so the Council could engage her to handle, at this <br />time, just workstyle analysis and team-building. CounCil could the� proceecl with goal- <br />seiting a��d cammunity outreach and visioning in the future. The �rice for the team- <br />building and wnrkstyle components is $b,500. To put this arnnunt in persp�ctive, this is <br />about the same amount af maney the City spends each year on anti-virus protection or <br />ballfield chalk and sup�lies. It is mi�iscule com�ared to our overall city b�dgef of $33 mil- <br />lzor�.
