Owasso Boulevard and Roselawn Avenue <br />Background: The City is reconstructing S. �wassa Boulevard, and Roselawn Avenue —botk� of <br />which are part of the City's Municipal State Aid system. The majority of S. Qwasso Blvd will be <br />28 feet with no parking allowed. State Aid standards do not allow parking on_2 lane roads <br />r_______ <br />narrawer thari 32 feet. There is P�xapra���E to be four �;� rk i r�� bays on where the street zs wide�ed <br />to 32 feet to permit parking on one side. "No Parking- except in bays" signs will be installed to <br />communicate the parking restrictions to drivers and the residents.. <br />Roselawz� Avenue will be reconstructed to 34 feet wide for the entire length. Parking will be <br />permitted on the north side and "no parking" signs will be posted on the south side of the street. <br />While, the south side is in Falcon Heights, the State does required parking resolutions from both <br />Cities since this is a border street. <br />The State requires a Council resolution prohibiting parking where street width does not meet <br />State Aid standards for parking on one side. <br />Policy Objectives: In order to utilize available MSA funds, the City must post parking in <br />accordance with adopted State Aid standards. <br />RECOMMENDED COUNCIL ACTION: <br />Approval of the attached resolution prohibiting parking on portions of S. Owasso Boulevard. <br />and <br />Approval of the attached resolution prohibiting parking on the south side of Roselawn Avenue <br />between Snelling Ave and Hamline Avenue. <br />Prepared by: Debra Bloom <br />
